Strategic Plan 2010-2015

The Libraries of Stevens County Strategic Plan 2010-2015 is the combined effort of the Library
Board, staff and community members. It reflects the creativity, needs and interests of the
communities of Stevens County.


The Stevens County Rural Library District was formed in 1996 after being voted into existence by the citizens of Stevens County. Since then, the Library District has partnered with the City Libraries in Kettle Falls, Colville, and Chewelah, forming one cohesive county-wide library system: Libraries of Stevens County.

Since 1996, the focus of the Library District has been on getting libraries up and running throughout the county, hiring and training professional staff, building the collection, and working with local communities to develop libraries that are relevant to local needs.

We now have turned our attention to ensuring the facilities, services and resources we provide meet patron needs and expectations. Particularly during this challenging economic time, and knowing that technology has changed the ways people access information, it's important that we be intentional and strategic in how we move forward and determine the services that are most relevant to the community.

There are currently nine libraries locations in Stevens County; seven libraries (Northport, Kettle Falls, Colville, Chewelah, Hunters, Loon Lake, and Lake Spokane) and two library stations (Onion Creek and Springdale). In addition, there are nine remote-site book drops in the communities of Clayton, Valley, Addy, Rice, Daisy, Marcus, Ford, Gifford, and Springdale. The library’s website is considered a virtual branch because it is used as the primary access point by some patrons.

 Service Roles of the Libraries of Stevens County 2010-2015

1. Access Points
Provide adequate and meaningful points of access to the library for the public. Examples of access
points include:

    a. Facilities: clean, modern and innovative facilities that enhance the library experience and
        maximize community resources through partnerships.
    b. Online presence
        i. Mobile, including telephone apps
        ii. Social networking
        iii. Downloadable materials
        iv. Website
    c. Community partners that provide access to library resources.

2. Technology
The Libraries of Stevens County will actively develop its technology platform to enhance both is
network infrastructure and its user interface repertoire. Components of technological excellence
include hardware, software, and knowledgeable staff.

3. Marketing
Marketing of the library will be deeply and widely spread throughout the library district. To convey
its many benefits, the Library needs a program of continuous and varied communication to both
users and non-users in the district.

4. Funding
The library district will develop a sustainable funding solution for a library that will meet the needs
of each community. The library district will be receptive to the needs of communities in the
district, and will continue to bridge the gap between need and funding.

5. Collections
Library materials selection will develop a broad collection that meets the needs and interests of a
diverse community for information, education, recreation and enlightenment. The collection will
be in multiple formats and will reflect a balance between the needs of the community and the
unique needs of individuals.

6. Staff
Library staff will provide excellent public library service. Staff will be qualified, accessible,
knowledgeable, and friendly communicators.

7. Governance
The Library will be accountable to the public it serves, and will be guided by state and national
guidelines for excellent levels of service.

The Library Board of Trustees will develop policies to produce an environment in which the finest
library services and programs can be delivered.

8. Community Development
The Library will be a catalyst for improvement in all communities within the district, and will strive
to meet the needs of communities through partnerships.
